Billy Owens is a career criminal and car thief.

Biography

When coming into the crime scene of Los Santos, Billy drew the anger of multiple people for stealing cars, including Willie Brown of Grove Street and Peter Charles of Death Dealers MC. Both of them publicly called Billy out on Twitter and made threats against his life after he stole Peter's motorcycle.

Death

Billy was shot to death by Trooper Langley while fleeing from troopers in a stolen car. After running out of fuel in a car chase, Billy bailed out of his car and into a bush. He then jumped out of the bush at Langley and stabbed her before being shot down. He was pronounced dead on arrival at Pillbox Medical on May 30th, 2018 at approximately 15:15.
